Julia Phelps is a California mountain lilac hybrid. Julia Phelps reaches 6 ft. near the coast and as much as 8 ft. or more inland. It produces very showy dark blue-purple flowers. The leaves are small and crinkly and the foliage is dark-green. The entire plant appears purple in the spring as flowers emerge. The foliage is scented after a rain or in summer heat. A ‘Julia Phelps in the town of Rancho Santa Margarita planted in rich bottom land soil with a high water table has grown 12’ tall is dark green and the flowers can be seen from an airplane.
