Lobelia laxiflora produces branches with narrow green leaves and red stems that spread outward.  A single plant can form a dense groundcover up to 18 inches tall and by many feet wide.  At the tip of each stem are 2 inch long bi-colored flowers with yellow color on the inside and red on the outside.  In parts of California this plant is nearly always in bloom.  It is usually planted in full sun but tolerates light shade.  Lobelia laxiflora will tolerate light watering but grows well in moist soils where it can be somewhat invasive.
